in the second chain on hook, works 1hdc into each stitch until the end of row, ch1, counts as turning chain.

chain 1,counts and first leg of row, 1 hdc into the back loop of the next stitch of the hdc of row before,repeat into each stitch until end of row, ch1 counts as turning chain.
Row 4 to 16
chain 1,counts and first leg of row, 1 hdc into the back loop of the next stitch of the hdc of row before,repeat into each stitch until end of row, ch1 counts as turning chain.
Finish off and work in ends
To complete the cowl, work the two shorts side together using leftover yarn and a yarn needle.
